Turns out, he's been investigating Quarantine of Dogs and Cats for Japan. At least, that's near as I can figure from this brochure that arrived.
This little kitty cat and big tongue puppy have arrows from them going into Japan, anyway.
How excited is this puppy to be all packed up, going to Japan! And the number 12!
But yet, at the end, the kitty cat seems to have all the good news (and the number 12), and the dog seems to be all boo hoo with tears.I think it's best for all if Zach just stays in the sunshine with his luggage and forgets about those far off lands.

Firstly, did you notice that the cat is all David Bowie with the eyes?
Next, I feel so bad for the dog that he doesn't get the lucky number 12 and sobs. What do you think they do to dogs without the 12? Slaughter them?
Zach is better off just not risking it.
